They even have their own needs and behaviors by default! I am very tempted to have this be the first Sims 4 Mod that I get! Except when my cat ran away! That was not fun!! Like needs are real and all? Seems likely. Yeah with 4 Sims and two pets my household has gotten hectic and I love it. But not so nice for the players who do want control for whatever reason.
There should be options so both sides can be happy and play the way they want to. This is such a fundamental aspect of the expansion pack, that if they made it both ways, something else would have suffered. The creators of the mod themselves admitted that the choices were sparse and limited; if they had made pets controllable excusing for the moment that that would have made this game even more cheaty than it already is then they would have needed to take time away from something else to flesh out and polish the choices.
If they had made pets controllable, we might not have had the vet career. Or the obstacle course. Or as many options to interact with our pets as we have now. And if they had included some sort of toggle in the options, to make pets either controllable or not? Not just storytellers, but players in general who wish to have that level of control over their virtual characters. Why bother housebreak your dog? You just make him go outside when he needs to potty. Why bother teaching your cat not to eat human food?

They said it themselves they did it due to a creative decision, not due to lack of time or resources. Which is honestly what EA should have done. It would have been cool if both controllable and non-controllable pets were built in.
And for the controllable pets a junkyard type lot were you could play as a stray, form a pack, or find an owner. I wish Sim dogs were smart enough to use the damn back door instead of the locked-to-pets front door to go to the bathroom, but otherwise I find the pets system to be absolute perfection.

The devs might have excluded it but they needed it to test things. At the very least it should be easier to look up certain information like traits and family. It was never a problem to begin with, they deliberately made them uncontrollable.
It got so boring in the sims 3. I have no interest in controlling them, but being able to see their needs when I want is appealing. If they did give us an option I bet the pets will be boring if you are not playing as them, just like in The Sims 3. The dev team made pets controllable, which allowed them to script pet actions for the game trailers, and then they hid those controls away from players.
Like LizJ says, the functionality to select pets and see their stats and needs and control them to a degree was already coded into the game for testing purposes and stuff by the devs but disabled, and this Mod just enables it.
